About Our Founder

Todd Manns has built a career on taking action and leading under pressure. Known for his "can do" attitude and mission-driven approach, Todd has tackled tough challenges in various roles, from law enforcement to emergency management.

After serving in the United States Marine Corps Reserves, Todd went on to become a Police Officer, SWAT Team member, law enforcement sniper, and interim Chief of Police. Post-9/11, he worked as a surveillance operative and spent seven years as an Emergency Manager for a Fire Protection District.

Todd is a qualified Type III Planning Section Chief with over 30 all-hazard deployments to Incident Command Posts and Emergency Operations Centers. His experience spans local and state-level operations in both emergency and planned events.

In 2009, Todd channeled his entrepreneurial spirit into founding The Blue Cell, LLC, which now operates nationwide, providing cutting-edge training and scenario exercises in incident management. By 2021, The Blue Cell became the most active training and exercise company in the world for Incident Command System (ICS) and Consequence Management.

A longtime P.O.S.T. instructor and holder of a Bachelor's degree in Organizational Leadership from Colorado State University, Todd is also set to release his first book, Understanding ICS for Law Enforcement, in September 2024.
